Political vulnerability reflects shortcomings of political systems, such as poor governance and weak democracy. Poor governance, characterized by corruption, weak rule of law, and inadequate service provision, impedes crisis response and public investments, driving vulnerability. Non-democratic systems increase risk by neglecting vulnerable groups, making them especially susceptible to hazards.
